The problem is that the formation of CORs is not relevant to the types of contracts that manage a lot of NRC at HHS. This is because the curriculum, and even the teachers themselves, come from the department of Defence (DoD), which deals with things that are very different from those for which HHS enters into contracts. DoD contracts for physical things (equipment, planes, etc.). However, many HHS contracts, particularly samhsa, focus on services: they are contracts for people who support states and public health organizations that implement public health programs. These are education, training, evaluation and research contracts. CoRs are the federal public servants who manage these contracts, which are issued by government agencies.
