As previously noted, the JCC is requesting additional funding after approximately 18 months (also known as Phase 2). The Phase 2 review assesses the success of achieving the objectives, including the information provided by the LFA. While there is clear evidence that PBF is accountable to Global Fund grant recipients, it is equally clear that many countries face enormous challenges in the full implementation of Global Fund grants due to the large amount of money, poor health infrastructure, overburdened health systems, and the difficulty of managing multiple donors. The Global Fund encourages countries to fund technical assistance from their grants and cooperates with countries that are struggling to find adequate technical assistance. Although the Global Fund Secretariat provides little formal technical assistance, it collaborates with other donors and implementing partners to support country programs. After proposals have been approved by the Board of Directors, approved grants are subject to a clarification process. Then, the secretariat and the JCC negotiate the grant. The LFA conducts an evaluation of the nominated public relations. The grant must be signed within one year of the approval of the Board of Directors, with limited exceptions.

At each stage of the process, recipients are expected to be able to demonstrate the results and show how the allocation has been used. The key structures of the Secretariat are operation (responsible for grant management), strategic information and evaluation, business services, external relations and board relations. The structure of the technical review body should ensure the quality, transparency and consistency of the application process. The panel meets for a period of two weeks to review applications for assistance for each cycle. Members are not paid. In some cases, groups of countries have submitted joint regional proposals to the Global Fund to address common problems across national borders. In this case, the grant is presented and managed by a Regional Coordination Mechanism (RCM), which has cross-sectoral representation from all countries concerned. In line with its inception framework, the Global Fund needs performance-based financing (PBF), which means that only effective and effective programs will be fully funded. Disbursements of funds are linked to the achievement of objectives and the proper use of funds.

In some cases, PBF is used to accelerate the pace of implementation, allowing successful grants to advance faster than expected.
